Samir Boucetta got the certificate of Engineer in computer science in 1988 from the National School of Computer Sciences - University of Manouba Tunisia. He started working as an engineer at INSAT company (a company developing software for French companies). He was promoted Project Leader and later Projects Director in the same company. He joined the Tunisian universities in 1992 and worked as Lecturer in many colleges. He got the PhD in Computer and Information Sciences (Software Engineering) in 2002 from the National School of Computer Sciences - University of Manouba-Tunisia and worked as assistant professor at the Higher Institute of Applied Sciences and Technology in Mateur - Carthage University - Tunis.

Samir Boucetta moved to work in Saudi universities in October 2003. He worked as an Assistant Professor in the College of Sciences in Al Jouf University and was in charge of the department of computers and information sciences for four years. During his work in the college of sciences, he was member and reporter of many committees at the college and university's levels.

At the beginning of 2008, Samir was assigned to work within the Deanship of Admission and Registration according to a decision from the President of Al-Jouf University. He was assigned to supervise the academic, administrative & financial systems since their inception. After the establishment of the IT Department in the University in Muharram December 2008,  Samir's work was limited to the supervision of the academic system till the end of the academic year 2008/2009.

Samir moved to work at King Abdulaziz University - College of Computing and Information Technology in Rabigh starting from the academic year 2009/2010. He was nominated chairman of the IT department from Sept 2008 until Dec 2015.

The research production is somehow limited, only two papers published in 2014 and one paper in 2017.
